JOHANNESBURG, Nov. 13 (Xinhua) — The international community is in urgent need of a new model of global leadership, said a Xinhua think tank report released on Thursday.
Looking back years from now, 2025 will stand as a landmark year in the course of human history and the evolution of the international order, said the report titled « Jointly Building a New Model of Global Leadership — Work Together in Pursuit of a More Just and Rational Global Governance System, » released by Xinhua Institute, a think tank affiliated with Xinhua News Agency.
The 80th anniversary of the victory in the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations — these two 80th anniversaries remind us that world peace is hard-won and human solidarity is invaluable, said the report.
Currently, the world is mired in a global leadership deficit, manifested in the failure of peace, imbalance in development and discord among civilizations, said the report.
The report examines the formation of « global leadership » from the perspective of the evolution of the modern international order, attempting to imbue this concept — originally from the field of human resource management in economics — with a new meaning from the perspective of political science.
Global leadership serves as the guiding force in global governance and an organic synthesis of major-country coordination and broader multilateralism. It rests upon three major multilateral cooperation mechanisms in security governance, financial governance and trade governance, and encompasses four core elements: leadership in multilateral cooperation, public goods provision capacity, institutional rule-shaping power, and moral appeal, according to the report. ■
